The Independent National Electoral Commission has fixed October 9, 2026, for the commencement of nationwide collection of newly issued Permanent Voter Cards ahead of Nigeria’s 2027 general elections.

The announcement places voter-card distribution at the centre of the commission’s preparations as it works to complete key activities leading to the next national elections.

INEC Chairman, Professor Joash Amupitan, disclosed the date during the commission’s North-West zonal interactive meeting and readiness assessment in Kaduna.

The commission said the exercise is part of its wider preparations for the 2027 elections, alongside efforts to identify operational gaps and strengthen its field structures.

The October 9 commencement date applies to the collection of newly issued PVCs nationwide.

The announcement is significant for voters who participated in the latest registration process or are otherwise entitled to newly issued voter cards, as the physical collection of the cards is an important stage between registration and participation in an election.

INEC has been conducting a six-zone readiness assessment as part of its preparations for the 2027 polls.

During the Kaduna engagement, the commission reviewed issues relating to voter registration, PVC collection, election operations, voter education, information technology and personnel.

Officials were also expected to provide state-by-state reports on their level of preparedness and identify logistical or operational challenges requiring attention before the elections.

The commission has also urged traditional institutions to support voter education and encourage eligible citizens to collect their PVCs.

The appeal is part of INEC’s broader effort to improve public participation while maintaining the administrative processes required for the election.

The commission is simultaneously seeking to ensure that its own personnel comply with its code of conduct.

Amupitan has warned officials against partisan conduct and other actions that could undermine public confidence in election administration.

INEC said the zonal engagements are intended to identify weaknesses early enough for corrective measures to be introduced before the 2027 elections.

The commission’s voter registry and planning departments have been involved in discussions around the status of registration and PVC-related activities.

The latest registration exercise reportedly added 10.7 million newly registered voters to the voter register, increasing the importance of efficient card production and distribution ahead of the elections.

For citizens, collection of the physical voter card will be the next practical step after successful registration where a new PVC has been issued.

The commission’s announcement also places responsibility on eligible voters to pay attention to collection arrangements and obtain their cards within the period provided by INEC.

The process is expected to be closely watched as political parties, candidates and voters begin intensifying preparations for the 2027 electoral cycle.

INEC’s readiness assessment is intended to provide the commission with a clearer picture of the operational needs across the country before election day.

With October 9 now established as the commencement date, voter-card collection becomes one of the immediate electoral activities requiring coordination between the commission, its state structures and eligible voters.

The commission is expected to continue its preparations in the months ahead as Nigeria moves closer to the 2027 general elections.
