The Nigerian Communications Commission (NCC) has begun consultations with industry stakeholders on a proposed cost-based pricing framework for fibre optic infrastructure, in a move aimed at reducing broadband costs and expanding access.

The initiative, unveiled during a stakeholder forum in Abuja, seeks to establish a transparent pricing model that reflects actual deployment and maintenance costs while ensuring fair returns for investors. The NCC said the framework is designed to address pricing inconsistencies and encourage wider infrastructure sharing.

Telecom operators and internet service providers have long argued that high fibre costs remain a major barrier to broadband penetration, particularly in underserved areas. By adopting a cost-based approach, regulators hope to make high-speed internet more affordable and accelerate digital inclusion.

The Commission emphasized that the consultations would involve operators, infrastructure providers and consumer groups to ensure a balanced outcome. It also noted that the framework would support Nigeria’s broader digital economy goals by improving connectivity for businesses and individuals.

Industry analysts say the move could boost competition and innovation in the telecom sector, while lowering entry barriers for smaller players. However, they caution that implementation will require careful monitoring to prevent market distortions.

The NCC said it would continue engagements in the coming weeks before finalizing the framework, signaling a step toward more structured and equitable pricing in Nigeria’s broadband ecosystem.
