President Bola Ahmed Tinubu has vowed to end the era of abandoned public projects nationwide as he inaugurated the OSEX facility in Abuja, unveiling stricter monitoring frameworks, enforceable timelines, and accountability measures to ensure infrastructure delivers value.
Speaking at the commissioning, Tinubu said his administration would prioritise completion over proliferation of new projects, insisting that every contract must be tied to clear milestones and consequences for non-performance. “We will not tolerate projects that begin with fanfare and end in silence,” he said.
The OSEX complex, positioned as a strategic public infrastructure hub, is expected to enhance administrative efficiency and service delivery. Government officials said the project represents a shift toward disciplined execution, with independent verification mechanisms to track progress and certify completion before payments.
The President directed the Bureau of Public Procurement and relevant ministries to strengthen due diligence, including contractor capacity assessments and performance bonds. He also announced a centralised project monitoring dashboard to provide real-time updates and improve transparency for citizens.

According to the Minister of Works, legacy projects inherited by the administration are being audited and prioritised for completion based on economic impact and stage of execution. Funding will be restructured to ensure continuity, with special intervention where necessary to avoid cost escalation.
Tinubu emphasised that abandoned projects erode public trust and waste scarce resources. He urged contractors to meet obligations and warned that defaulting firms would face sanctions, including blacklisting and contract termination.
Stakeholders in the construction and infrastructure sectors welcomed the policy direction, noting that predictable timelines and strict oversight could improve investor confidence. Civil society groups also called for public access to project data to strengthen accountability.
The President reaffirmed his administration’s commitment to infrastructure-led growth, saying efficient delivery would boost productivity, create jobs, and support economic expansion. He added that the OSEX commissioning signals a broader reform agenda aimed at ensuring that public spending translates into tangible benefits for Nigerians.
