For most air travellers, airport security begins and ends at the screening point. Bags go through X-ray machines, passengers walk through scanners, security personnel check boarding passes and, after a series of queues, travellers proceed to the aircraft.

But aviation security is much bigger than the screening of passengers and luggage.

It covers everything from access to restricted airport areas and protection of aircraft to cargo, catering, ground handling, airport perimeters, staff vetting, intelligence gathering, cybersecurity and even the management of birds and other wildlife around runways.

So, how safe are Nigeria’s skies?

The answer is neither a simple yes nor no. Nigeria has an established aviation security framework and operates under national regulations aligned with international standards. At the same time, the threats facing modern aviation are evolving rapidly, requiring continuous investment, vigilance and coordination among agencies.

The Nigerian Civil Aviation Regulations 2023, particularly Part 17, provides the regulatory framework for aviation security. The regulation incorporates relevant International Civil Aviation Organisation (ICAO) Standards and Recommended Practices and covers airport security, aircraft operators, cargo, catering, access control and other areas.

Inside the security wall

The Federal Airports Authority of Nigeria (FAAN), through its Aviation Security (AVSEC) function, is responsible for a major part of airport security operations.

FAAN says 100 per cent of checked baggage at its airports is screened for explosives and narcotics using technologies including X-ray systems, computer tomography and explosive trace detection. The agency also says AVSEC controls access to sterile and airside areas, boarding gates, check-in points, catering facilities and airport perimeter fencing.

These measures are designed to prevent prohibited items and unauthorised persons from reaching sensitive areas.

Security personnel are also expected to distinguish between routine screening and enhanced screening based on risk. Such measures can include additional searches where necessary.

But technology alone cannot secure an airport.

A modern airport is a complex ecosystem involving security officers, pilots, cabin crew, engineers, cleaners, caterers, baggage handlers, cargo workers, immigration officials, customs personnel, police officers and numerous contractors.

Every additional person with legitimate access to a restricted area potentially creates another security consideration.

The insider threat

One of the most difficult security challenges facing aviation is the insider threat.

Unlike an outsider attempting to breach an airport, an insider may already possess legitimate access, identification or knowledge of airport procedures.

That is why international aviation security standards increasingly focus on background checks, access controls, security awareness and the screening of persons other than passengers.

ICAO has specifically identified insider threats as an area requiring stronger measures, including background checks, vulnerability assessments, information sharing and screening of non-passengers.

For Nigeria, the challenge is to ensure that airport access is continuously reviewed rather than treated as a one-time privilege.

An employee who is cleared today may later change roles, lose clearance, become vulnerable to criminal influence or acquire access to systems and areas beyond what is necessary for their job.

The principle should therefore be simple: access must be based on need, continuously monitored and immediately withdrawn when the need disappears.

Passengers see the checkpoint, but security starts earlier

Passenger screening remains one of the most visible layers of aviation security, but it is only one layer.

Security begins before a passenger reaches the terminal.

It involves intelligence, airport perimeter protection, access control, surveillance, baggage screening, cargo security and coordination among security agencies.

Nigeria’s aviation security regulations provide for a National Civil Aviation Security Programme and security requirements covering aerodromes, aircraft operators, air traffic service providers, cargo and regulated agents, flight catering operators and restricted areas.

This layered approach is important because no single security measure can stop every threat.

A passenger may pass through screening safely while another vulnerability exists elsewhere in the aviation supply chain.

Cargo, for example, must be protected from the moment it enters the regulated system until it reaches an aircraft. Catering supplies, maintenance materials, fuel operations and vehicles entering restricted areas all require appropriate controls.

Wildlife: A security and safety threat

Not every threat to an aircraft comes from a person.

Birds and other wildlife can pose serious risks to aircraft, particularly during take-off and landing.

A bird strike can damage engines, windscreens or other aircraft components. The risk becomes especially important around airports where vegetation, standing water, waste or other environmental conditions attract birds and animals.

Wildlife management therefore belongs in the broader conversation about how safe Nigeria’s skies are.

This is also where the distinction between aviation safety and aviation security becomes important.

Security deals primarily with deliberate unlawful acts against aviation. Safety covers accidental or operational hazards.

FAAN itself distinguishes the two, describing safety as measures against unintended human errors, technical failures and other operational risks, while security focuses on protection against malicious harm and unlawful acts.

For passengers, however, the distinction matters less when an aircraft is at risk. Both require strong prevention systems.

The cyber battlefield

Perhaps the fastest-changing aviation security challenge is cybersecurity.

Modern airports depend heavily on digital systems. Passenger processing, baggage handling, communications, airport operations and other critical functions increasingly rely on information and communications technology.

That creates another potential entry point for attackers.

ICAO says aviation cybersecurity has become a major international concern because the sector’s growing dependence on technology creates interconnected risks. Its work includes cybersecurity standards, guidance, information sharing and capacity building.

Nigeria has also moved to strengthen its aviation cybersecurity framework.

The Nigeria Civil Aviation Authority issued guidelines in 2025 requiring entities involved in implementing the National Civil Aviation Security Programme to identify critical information and communications technology systems and data used for civil aviation purposes. The guidelines require risk-based measures to protect those systems from unlawful interference and became effective on October 1, 2025.

That is significant because an airport can be physically secure while remaining digitally vulnerable.

Cybersecurity must therefore extend beyond protecting computers from malware. It should include network segmentation, access controls, monitoring, incident response, secure software, staff awareness and regular testing of critical systems.

Are Nigerian airports meeting international standards? Nigeria’s regulatory framework is built around ICAO standards.

ICAO Annex 17 is the principal international framework for aviation security and contains Standards and Recommended Practices designed to protect international civil aviation against acts of unlawful interference. The standards are regularly amended as threats evolve.

The NCAA’s Part 17 aviation security regulation incorporates ICAO security provisions and provides the national framework for implementing them.

That establishes an important foundation.

But compliance should not be measured simply by whether regulations exist.

The real test is implementation.

Are screening machines consistently functional? Are security officers adequately trained and periodically assessed? Are airport access credentials properly controlled? Are perimeter fences continuously monitored? Are background checks effective? Are security breaches investigated and lessons applied? Are cyber systems regularly tested? Are wildlife hazards actively managed?

These questions determine how strong the security system actually is.

Technology is only as strong as the people operating it

Nigeria’s airports have increasingly adopted security technology, but sophisticated equipment cannot eliminate human weaknesses.

An X-ray machine is only useful when properly maintained and correctly operated. A surveillance camera provides limited protection if nobody monitors it or responds to suspicious activity. An access-control system becomes ineffective if credentials are casually shared.

This is why training remains fundamental.

FAAN’s service charter indicates that AVSEC personnel are subject to initial and recurrent training, while airport security screening covers passengers, airlines, airport staff, carry-on luggage, baggage and cargo.

Continuous training should include not only equipment operation but also behavioural observation, emergency response, insider-threat awareness, cybersecurity and the ability to recognise changing patterns of criminal activity.

The question of public confidence

For passengers, security is also about confidence.

People want to know that when they hand over their luggage, it is protected; when they enter a restricted area, unauthorised persons cannot simply follow them; and when they board an aircraft, multiple layers of protection stand between them and potential threats.

Transparency can help build that confidence without compromising sensitive security information.

Airport authorities do not need to disclose operational vulnerabilities. But they can communicate clearly about security procedures, passenger responsibilities, prohibited items, reporting channels and the measures being taken to address emerging risks.

Passengers also have a role.

Reporting unattended baggage, suspicious behaviour or attempts to bypass security procedures can help security agencies detect threats early.

Security must evolve with the threat

Aviation security is never a finished project.

The threats that shaped airport security decades ago are not necessarily the threats confronting airports today. Terrorism, organised crime, insider threats, drones, cyberattacks, trafficking networks and increasingly sophisticated attempts to exploit legitimate aviation processes all require different responses.

ICAO’s security framework itself is designed to evolve as threats change. The organisation continues to update its standards and guidance in response to emerging risks.

For Nigeria, maintaining safe skies therefore requires more than installing new scanners or increasing the number of security personnel.

It requires intelligence-led security, effective regulation, strong inter-agency cooperation, continuous staff vetting and training, reliable equipment, cyber protection, wildlife management and a culture in which every worker understands that aviation security is part of their responsibility.

Nigeria already has the regulatory architecture for this.

The bigger question is how consistently every layer is implemented across the country’s airports.

For the average traveller, the most reassuring sign is not that airport security looks intimidating. It is that the system works quietly, continuously and intelligently, detecting risks before they become emergencies.

Ultimately, the safety of Nigeria’s skies will depend not on one checkpoint, one agency or one piece of technology, but on the strength of the entire security chain.

And in aviation, the strength of that chain is determined by its weakest link.
