…Handover Processes to Be Completed by November 26
President Bola Ahmed Tinubu has approved the redeployment of sixteen serving Permanent Secretaries across various ministries, departments, and agencies, in what officials describe as a routine administrative adjustment aimed at enhancing efficiency in the Federal Civil Service.
The Head of the Civil Service of the Federation, Dr. Didi Esther Walson-Jack, announced the development in a statement on Wednesday, noting that the redeployments take effect immediately. She added that all handing-over and taking-over processes must be concluded on or before Wednesday, November 26, 2025.
According to the circular, Engr. Funsho Adebiyi has been moved from the Ministry of Works to the Ministry of Transportation, while Dr. Ibrahim Abubakar Kana has been redeployed from the Ministry of Aviation and Aerospace Development to the General Services Office (OSGF).
Similarly, Dr. Yakubu Adam Kofarmata, who previously served in the Ministry of Humanitarian Affairs and Poverty Reduction, has now been assigned to the Ministry of Aviation and Aerospace Development. Mrs. Nko Asanye Esuabana has been transferred from the Ministry of Innovation, Science and Technology to the Ministry of Women Affairs.

In the same vein, Mr. Richard Pheelanmil Pheelangwa has been moved from Water Resources and Sanitation to the Ministry of Defence, while Mr. Raymond Omenka Omachi has been redeployed from Finance (Special Duties) to the Finance Ministry, where he will understudy Mrs. Lydia Shehu.
Also affected is Dr. Deborah Oyindamola Odoh, formerly of the Service Policies and Strategies Office (OHCSF), who will now serve in the Ministry of Budget and Economic Planning. Mr. Olubunmi Olusanya, who previously worked in the Ministry of Youth Development, has been assigned to the Ministry of Humanitarian Affairs and Poverty Reduction.
The Ministry of Petroleum Resources will now have Dr. Emeka Vitalis Obi, who has been redeployed from the Petroleum Resources Ministry to the Federal Civil Service Commission, while Mrs. Fatima Sugra Tabi’a Mahmood has moved from the Career Management Office (OHCSF) to the Ministry of Marine and Blue Economy, where she is to understudy Mr. Olufemi Michael Oloruntola.
Additionally, Dr. Emanso Okop Umobong is leaving the Cabinet Affairs Office (OSGF) for Water Resources and Sanitation, while Dr. Maryam Ismaila Keshinro has been redeployed from the Ministry of Women Affairs to the Ministry of Youth Development.
Other affected Permanent Secretaries include Mr. Philip Ndiomu, who moves from the Federal Civil Service Commission to the Ministry of Innovation, Science and Technology; Engr. Nadungu Gagara from Economic and Political Affairs (OSGF) to the Ministry of Communications, Innovation and Digital Economy; and Mrs. Oyekunle Patience Nwakuso from the Service Welfare Office (OHCSF) to the Ministry of Petroleum Resources.
Rounding off the redeployments is Mr. Adeladan Rafiu Olarinre, who has been moved from the Ministry of Communications, Innovation and Digital Economy to the Ministry of Works.
Walson-Jack emphasized that the redeployment exercise is aimed at strengthening service delivery and ensuring that ministries and agencies benefit from a renewed alignment of administrative expertise.
