In an impassioned address to the National Assembly on Thursday, President Bola Ahmed Tinubu laid out the Federal Government’s blueprint for the nation’s 2025 fiscal year, unveiling what he called the “Budget of Restoration: Securing Peace, Rebuilding Prosperity.” As the 10th National Assembly convened in Abuja, Tinubu’s speech resonated with a call to action and an unyielding optimism for Nigeria’s future.

At the heart of Tinubu’s 2025 budget proposal is a bold mission: to stabilize the economy, rebuild trust, and ignite hope among citizens. With a total expenditure of ₦47.90 trillion, the budget reflects the administration’s ambitious goals to restore macroeconomic stability, foster inclusive growth, and improve the quality of life for all Nigerians.

A Budget Built on Hope and Reform

“Our journey of economic renewal and institutional development began 18 months ago, and while the road has been challenging, it is a path we had to take for Nigeria to have a real chance at greatness,” Tinubu declared.

Dubbed the “Restoration Budget,” the proposal outlines measures to address Nigeria’s pressing issues, including insecurity, economic stagnation, and declining infrastructure. Tinubu reiterated his administration’s commitment to the Renewed Hope Agenda, emphasizing the importance of maintaining momentum in the face of adversity.

The 2025 budget projects ₦34.82 trillion in revenue, leaving a deficit of ₦13.08 trillion, or 3.89% of GDP. To fund this ambitious plan, the government is targeting an improved inflation rate of 15%, a stabilized naira exchange rate at ₦1,500 per US dollar, and a crude oil production target of 2.06 million barrels per day.

Transforming Key Sectors

Tinubu outlined major allocations to critical sectors:

Defence and Security: ₦4.91 trillion to bolster the armed forces and police, ensuring every corner of Nigeria remains secure.

Infrastructure: ₦4.06 trillion to accelerate the development of key projects like the Lagos-Calabar Coastal Highway and the Sokoto-Badagry Highway.

Education: ₦3.52 trillion to expand access to quality education, including ₦826.90 billion for infrastructure development in schools and universities.

Health: ₦2.48 trillion to strengthen Universal Health Coverage, revitalize hospitals, and improve access to essential medication.

“These investments underscore our belief that security, education, and healthcare are the cornerstones of any thriving nation,” Tinubu said.

Economic Recovery in Motion

President Tinubu highlighted significant progress over the past year, noting a rise in economic growth from 2.54% in Q3 2023 to 3.46% in Q3 2024. He also celebrated a boost in foreign reserves to nearly $42 billion and a trade surplus of ₦5.8 trillion.

“These milestones are a testament to the resilience of our economy and the effectiveness of our reforms,” he said. The President acknowledged, however, that sacrifices made by Nigerians have not been easy but reassured them that the journey is worth it.

A Call to Action

In his closing remarks, Tinubu urged all Nigerians to rally behind the 2025 budget and its vision for a stronger, more prosperous Nigeria.

“Our nation faces existential threats from corruption, insecurity, and poor choices of the past. But these challenges are surmountable,” he said. “The time for lamentation is over. This is the time to act.”

As the President handed over the budget to the National Assembly, he expressed confidence that it would pave the way for a new Nigeria—one where every citizen can dream, work, and thrive in peace.

“The 2025 budget is not just a financial statement,” Tinubu concluded. “It is our collective roadmap to a brighter future.”
